Periods when an employee on an incentive pay basis is prevented from continuing his work because of factors beyond his control such as material shortages, mechanical breakdowns, power shortage or other unavoidable delays.
Note :
He generally receives his base or guaranteed rate during this period. Some wage incentive systems may allow a number of minutes as a factor to take care of the usual delays in the handling of particular operation. These factors, however, are not designed to meet unusual or long delays.
