Various criteria have been established by the Department of Labor, the Office of Economic Opportunity, and others for distinguishing the poor from the non-poor. Several possible criteria are: the presence of hunger; a nutritionally inadequate diet; expenditures for food, clothing, shelter, and other services below those currently required for minimum-decency standards of living; and an income or level of consumption expenditure which puts the family in the bottom percentiles of the population. The term poverty is frequently applicable to the sick, the disabled, the disadvantaged, the aged, and the unemployed.
