A length of channel or stream, upstream from a natural or artificial barrier, along which the water level is relatively stable at some or all stages of discharge. Control may be partial or complete. Partial control exists if downstream fluctuations have some effect on the upstream water level; control is complete if the upstream water level is entirely independent of downstream fluctuations.
