Un système de synchronisation entre deux centraux est dit à commande locale lorsque les signaux d'erreur de phase servant à commander l'horloge de l'un deux proviennent uniquement d'une comparaison de la phase des signaux numériques d'arrivée avec celle de l'horloge interne de ce central.
