Procédure à laquelle on recourt dans des circonstances extraordinaires pour donner à chacun des membres d'un groupe la possibilité de se prononcer affirmativement ou négativement sur une question particulière.

Mot apparenté : Vote de confiance.
Le référendum peut être prévu statutairement. À la différence du plébiscite, le référendum ne met pas en cause la confiance accordée aux dirigeants.

Process by which all members of a union vote, usually as individuals, for the election of officers, changes in union constitution, etc., as distinguished from decision making through delegates assembled in convention.
Votes require by provisions of some union constitutions and bylaws, and possibly under certain provisions of the Landrum-Griffin Act which necessitate a vote of the full membership, for the election of officers, or procedures for amending the union constitution and bylaws or for calling a strike.Note :
A referendum is a useful device where it is difficult or impossible to bring all together to a meeting at a mutually convenient time.
