  A process for analysing health policy formulation, implementation, monitoring and evaluation.

  Note :

  In 1989, Finland asked the WHO Regional Office for Europe to provide an objective, outside opinion of the progress made in implementing its national HFA policy. The report from this review process, the first of its type be carried out by WHO, was presented at a press conference in Helsinki in 1991. In a follow-up meeting to assess the value of such health policy review, it was recommended that this should be one of the main roles for the WHO Regional Office for Europe in the future.
